People have different levels of talent when it comes to running. Some people have lots of talent for middle and long distance running and some people don't. There are more talented middle and long distance runners per capita among a small number of tribes in East Africa than there are among the rest of the world. There are people from other parts of the world with similar talent but you're not going to find them as often as you do in East Africa.
You're reasoning is so convoluted that you think that someone like me thinks that Geoffrey Kipchumba with a 5000m best of 14:22.28 is "superior" to Craig Mottram at his best, because one is black and the other is white. Think about how ridiculous that is.
Seb Coe is one of the great 800m runners of all time. He's better than Wilfred Bungei. Coe was more talented than Bungei, in my opinion. But there are more people with that sort of talent where Wilfred Bungei is from than where Coe is from.
