I came to post "Developmentsl Meet." Give ut some additional name based on host school or location but tack on "Developmental Meet."
I think more than a few coaches (and athletes) would love to see their top-end JV kids race against solid competition at the end of a season. It'd keep the kids motivated to train and attend practice (even if there aren't on the post-season top-7) and provides another datapoint for coaches to assess future talent. Understanding that, the meet is a developmental opportunity.

"Developmental post-season"? -- sounds official-ish, but won't run into the regulatory issues of "JV."

How about The Undercard? Especially if its held on or near the date of the main event.
"End of the Season XC Meet" would be an awesome name.

Doesn't baseball use the 'Future Stars' nomenclature for the minor league all star game? I also like 'Emerging Elite'.

Well, if you had read the OP, you would have seen that the state mandates anything with the title "JV" can only be raced by athletes designated "JV" for the entire year. Same with "Middle School".

It could be modified to be:
{thejeffs HS name} End of the Season XC Meet
{respected coach name} End of the Season XC Meet
{some cause} End of the Season XC Meet

If you'll be at the site for a few years and it has a classic name, go with that - thus people will have an identifier of some sort. But you'd have to avoid anything that would seem to identify it with an existing name - otherwise people would associate it with an existing school or league.
eg: "Chief Owasippe Open" or "Buckthorne Trail Scramble" or "Sand Creek Jamboree."
Over time, one would be able to say "he won the Chief Owasippe" or "she was the top freshman at the Buckthorne."

They called this the 'Novice' meet were I ran in 1982. It was for anyone who hadn't won a medal in a varsity meet that year. Separate races for each class. I remember because I was a "true" novice and got 2nd in the senior race.

I generally consider myself on the nice and supportive side of the spectrum of LRC posters (by a lot!), but am I the only one who finds "Emerging Elite" pretentious for kids who couldn't make the top 10? I mean, come one, how many squads are so deep that a really talented runner can't crack the top 10 even as a frosh?
Instead of "Future Stars," how about "Future #10 Runners"?
In a more supportive vein, neutral but celebratory suggestions like "Fall Finale" sound best to me.
The Scrub Race (for all the scrubs that didn't make varsity or JV).
