To the OP...15 sec rest is like something Jack Daniels would recommend...run at close to MaxVO2 pace with little rest to stay in the zone. But I don't think he'd even recommend 15sec, more like 45 sec.
And 400s are too easy...like 200s at 1500m pace you can bang out 400s @ 5km pace all day long if you take equal time rest intervals. Others here have commented on 800s and 1000s and I agree with the longer reps with something like equal time rest or a little less.
Like for a 19:00 runner 6 x 800m in 3:00 with a 2min interval would be sufficiently bad-ass...maybe add on more reps as you get fitter but keep the pace and interval the same.
