Since positive results are published, in essence you know when someone tests positive (since the testing done in pre 2000 were done under a different procedue and by the USOC, we have to work from the current construct).
It is easy for Radcliffe to make the offer and be tested since her country has far fewer athletes in the testing pool than the US does.
