In a way it already is legal. They have leveled the playing field with the biopassport, so that the allowable limit is quite low-microdosing. This is much safer and more fair for the athletes than what some have done in the past, raising red blood cells to over 50%, for example. Where it becomes a problem is telling kids that its okay to dope.

As a reminder, the head of the IOC swept EPO/oxygen vector doping positives under the rug at Salt Lake City games.
The American cycling federation did not sanction Armstrong once as an elite under-23 despite being doped to the gills. Many, many doped cyclists never tested positive by the federation once EPO was introduced.
At this point, there is a LLLLLLOOOOOOOONNNNNNGGGGGG history of doping and the IOC being perfectly okay with it.

False. There is no rule to restrict doping to adults. So, kids like Rupp are/were being doped.
The WADA rules permit plenty of doping. There is no hope for a clean athlete on an elite international podium unless no dopers show up.
Also, again, the federations are not required to open a sanction on a positive.
If it wasn't for Seppelt's last report, we wouldn't know how much doping the IAAF permits. (Lots it seems)
There is no such thing as "breaking" news involving Victor Conte or anything he says. The man is completely irrelevant, has actually less than average knowledge and no special insight, and is an attention-seeking tumor in the sport. I feel sorry for anyone who takes him seriously.

While anything Conte (or pretty much anyone else) says cannot be accepted as unerringly true, the man has had much experience in the business of drugging and avoiding detection.
Plenty of people want him to shut up or be ignored because what he says is damaging to their game/image/reputation.
I think he speaks more honestly than many of the officials who are taken as the pillars of the community.
