I use to drive a cab in the City. I was 'the captain of my ship' and didn't take shit from anyone. I put drunks, sitting in the front seat, into the windshield. I tossed women out of the cab in undesirable places of town. I did some pretty unacceptable things when people pissed me off.
I did things I'm ashamed of now, but I have matured.
But even then (30 years ago) my ego wasn't so fragile that having some old broad telling me to put my shirt on would have gotten to me.

To set the scene - this was on a dumpy Middle School track that sits back from road; very few people use it and not visible unless drive down into the school.
I was alone when I started warming up for an interval workout, but then a forty-something-ish I would guess woman came and started walking laps.
The humidity was brutal and I had intended to take my shirt off before starting the intervals .. but didn't because of the woman's presence.
After about the 5th one, I was dying from the humidity(this is North Carolina) and decided to take it off. As I meet her during my walk rest, she says "Would you put your shirt back on. I find it offensive." (For the record, I'm somewhere between slender and athletic. Not a beautiful torso but I don't think offensive.)
I was of course taken aback ... and in retrospect wish I had handled it differently. I finally sputtered out "Give me a break" and then put my shirt back on. In some ways I wish I had just been totally gracious and apologized and put it back on .. but ... it was something about her tone etc. that was very confrontational.
What happened a bit later now makes me wonder if she was looking to start a "fight". Because about 10 minutes later, her boyfriend or husband shows up at the track. He was about twice my size and muscular.
I was a bit afraid my "Give me a break" was going to be enough to be confronted, but nothing more happened.
What would others have done in that situation? Maybe the lesson is to swallow one's pride and always take the high road, if for no other reason then you never know what could happen?
I love these situations. They bring back the teenager punk I once was. I would have acted in a completely different way.

FWIW, I run shirtless in a place as red & rural as it gets, a Texas town of 2000 in a county with 10 people/sq mi. Almost never get a hard time. Could it be that conservative voting and population density don't correlate with harassing shirtless runners?

They probably give you a hard time because they know you're a yankee. I've never had any problems running shirtless, and I'm in the heart of the "bible belt". Only people who've told me to put a shirt on were some 6th grade boys making fun of my shorts as I did some intervals around the track. Then one challenged me to a race and embarrassed himself in front of his little buddies.
As far as saying "no" vs ignoring her, ignoring would probably be more effective, as I doubt she'd continue to ask you to put one on, but "no" would probably p^ss her off more, and lead to her trying to argue with you or something.

You put your shirt back on??? She was WALKING laps. I run shirtless in Dallas for much of three seasons. I'm 5' 8" and 145. I love it when Dallas women run in buns and sports bras. Perhaps NC is more conservative than Texas, which is hard to believe.
