Anabolic steroids, the thing he tested positive for, are ALSO "among the substances injected directly into the blood supply," hence no implication of EPO. But, I'm guessing you didn't even know that, you're just talking because you like the sound of your own voice.

How on earth does that implicate EPO? Both EPO and anabolic steroids can be used to increase red blood cell count. He tested positive for one of those two. Why assume he took the other?

if he was obviously using epo wouldn't the other 17 Kenyan distance runners linked also be obviously using epo and wouldn't more than 3 of them have got detected for it which prob means its not so obvious the other 14 including him were
