The only reason the Kenyans aren't pushing it against Mo is because he has proven that he can also outrun them, so they figure its going to be easier to outkick him. Also, by several 12:4x times, don't you mean one race in the last 6 years? I can think of at least 3 races in that same time frame that put several runners in the 26:40s (hint: one of them was a world championships)
As Bekele has shown with Lagat, the day Mo will actually drop a fast time is the day a true miler steps up in distance (I am looking at the likes of Kiprop and Centrowitz)
No, he has convincingly demonstrated that the 1500 is his best time so far. 3:28 is way better than 12:53 or whatever his PR is. So, you're wrong on that 100%.
You're also wrong that he has demonstrated that he can outrun everyone in the 5/10. He has never done it so there's no way of knowing whether he could or couldn't. The pacing of those races lately is because no one wants to push the pace. The same as in the 1500m. Even the guys with no sprint speed are sitting and kicking. That tells you that it has nothing to do with Farah and everything to do with people just not wanting to push the pace. If Bekele or El G were around this wouldn't be happening. Or any of the true top tier Kenyans and Ethiopians (who are now in the marathon).
