The government shutting down would not be so terrible, if only they'd do it.
The rangers that are working across the country including the one that gave this runner the $100 dollar ticket are not getting paid. All "essential" government employees are required to come to work, but are not getting paid during the government shut down. Yes, they likely will be paid back pay, but would you go to work if you didn't know when you would receive your next paycheck?
The idea that there is no risk is ridiculous. If this guy fell and broke his leg who would he call to get rescued? Park rangers in Acadia had to rescue a woman who ignored closure signs and hiked in the park anyway. I'm sure when she started hiking she thought there is no way she would need to be rescued.
These rangers aren't at fault. The last thing they want to do is turn people away at the park's gates, but because Congress can't pass a budget they have been put in a really difficult situation.

They are harassing people, even brandishing weapons, and it is 100 percent their choice to do that.
