I understand why HI and MS are in the cellar, but it is interesting that OK and AR are down there also, in light of the recent domination of OSU in XC and the long-term domination of Arkansas in track and XC.
I realize that the high school top end has no direct connection with the strength and depth of college programs, but it is surprising to me.
Thanks to MobileRunner for a couple of updates.

I should have put the note in my original post, but I didn't want to mix in the 3000 times unless I absolutely had to. So I limited my list to 3200 and 2 mile only, except for Vermont where I had no better info. Maybe I'll put an addendum for that. I'm not sure if any other states have a faster converted 3000 time, though.

OSU's recent domination probably hasn't had time to trickle down to help encourage HS kids yet (or at least, having a long enough and early enough impact to boost the level of competition at the state level).
Arkansas... not sure the reason there.
Of course, both schools get the vast majority of their talent from out of state, but I do agree you would think it would inspire the HS kids in the area.
OSU is also loaded with foreigners and has proven to have little success with Oklahomans that go there, except for maybe 1.
That being said, seeing a bunch of Kenyans dominate in one's state doesn't mean much.
Side note: Oklahoma Christian had a 3.55 Kenyan miler.
Louisiana's best 2M time is 8:46.9 by Bobby Beck ('79). He ran that to beat Brent Steiner of KS in that summer's Jr AAU nationals (Steiner's 8:46.99 listed here).
In 2002 a runner from Hawaii ran 8:33 in the 3k. I think that converts to about a 9:12.
Name was Todd Iacovelli and I believe it was run in California.

8:33.36 at the Stanford Invite. Good call... I don't think there were any others that ran sub 8:40 recently, I think a couple years ago there were two guys sub-9 but both I think in the upper 8:40's or so? Pierce Murphy I think was one of the names.
Also, found a better time for Oklahoma:
Kevin Thatcher - Edmond OK - 9:12.17 for 2 miles in 1982
link cite for Thatcher time

Trautmann moves to the top of the NY list if you do decide to mix 3k conversions.
Vermont's record isn't too quick. It isn't bad considering that the entire state is smaller than most major cities.

Oklahoma's is 9:08.7 from 1982 (again, the governing body only tracks state meet records). Can't find anything for Mississippi, but haven't looked that hard either.
Kevin Schwab shattered that record numerous times as a junior and senior. In 2006 and 2007, Schwab ran 830 for 3k and 9:04 for 2 miles, in addition to a 9:05 3200 split en route to his 5k state highschool record.
Schwab owns numerous records that are not on the ohstrack website, but can be found on usatf archives. Skeet Bemo is the only runner in Oklahoma history that even comes close to Schwab on ANY level. Youth, highschool, college, and pro.
What's Puerto Rico's state record?

Props to you, that is an impossibility. There is also no D.C. state record, Guam state record, or American Somoa state record.

Maine's record should be Sintayehu Taye. Think it was 9:01?
Yeah, 9:01.68 for 3200m in '05
Oklahoma's high school 3200 record is 8:59. Surprised it took this long.

Giddings has it over Taye for Maine. 902 for the full 2.
