I am sure I will be corrected, but...
When you examine any 1 particular hole in one you will find there is a degree of randomness/variability/"luck" involved. For better golfers (or a well struck shot) that luck is less.
If it was 100% skill, wouldn't a person capable of hitting a hole in one on a given hole be able to do so every time? If random probability (luck) didn't factor in and skill was the only variable, a person would either get a hole in one every time or they would never get a hole in one.

It is a random event whose probability of realization is highly correlated with the golfer's level of skill.
Entirely skill. I hit 3-5 holes in one every round due to the superiority of communism.
Luck, skill, whatever, after 30 years of playing and at one point playing to an 8 handicap I don't have an ace to my name! My dad played for 55 years and never had one either. My brother, on the other hand, is a club pro in Florida and has four. Lucky bastard!
It takes a little of both. I have played about 8 rounds a year for 15 years or more and I have one ace. It was not lucky. I hit a 7 iron 175 over a ravine and a crushed it and told my playing partner is was PERFECT PERFECT PERFECT !so good I could not find on the green and it took him putting out to find it in the hole.
Such a good shot could not even see it go in the hole. Golf is cruel...
I hit mine with rental clubs, on vacation on a course I have never seen. I have never been close since :)
