I could never live anywhere with lots of poor people. They are dirty and ignorant and steal.
I could only live in a place where most people are upper middle class or better, and college educated. Shopping, the arts, and fine dining are much better in such areas, and the quality of the people is much better.
Deep South, its too hot. I don't think I could live in some of the really sparsely populated parts of the Plains states, either--like North Dakota or Montana or something. Too isolating, especially through the long cold winter. Not sure about a city in that area.

I don't think there would really be any region of America that I wouldn't want to live in just as long as it's not for too long of a time because I think every place has it's positives and negatives. Now the places I wouldn't want to live are specific neighborhoods. I wouldn't mind living in NYC but I wouldn't want to live in the higher crime areas. Just like I think I might enjoy Los Angeles but I'm not about to move to Compton. But I'm from the country so the crime might not be as bad in these areas as it's hyped up to be. And as I type this I can see my own biases coming through because I run by the houses of some rednecks who would probably kill me quicker than any drug dealer would. I guess it just comes down to what your upbringing makes you comfortable with.
I refuse to live in any state that starts with the letters "M", "N", or "A". The rest are all cool.
Under any circumstances? No such place.
My *preferences* line up pretty well with a ranking of US states by % of population with Bachelors Degrees or higher.

I've lived in Texas, Minnesota, California, and Maryland. I couldn't handle the Minnesota winters (and the summers were no picnic either). Maryland was better. I hate Texas with a passion that still burns brightly today. I've never lived in the south east (i.e. traditional south).
I'm pretty sure I couldn't handle the great plains states.
So, I guess that leaves me in California. Works for me.
Anywhere south of New York (too hot), anywhere without a coast.
Honestly, I wouldn't live in a place that has too many of "the wrong kind of people".

I don't think I would be able to live in the Wyoming/Montana/Dakotas area. Too bleak. I also might have difficulty with places like Kansas that are completely flat and land locked, but I could probably learn to live with that after awhile. I would enjoy living in the South, I love the hot, humid sweaty climate. The only thing I dislike about the northeast -where I currently reside- is the cold.

There is a reason Robocop was set in the Motor City. Cleveland is Eden compared to Detroit. I had a friend that use to say she could roll the window down 2 hours outside of Detroit and "smell home".
