Don't recall that, but do remember Cram (50.9) and Coe (51.0 - in a lot of traffic) finishing faster in a 3:41 at the Europeans in 86. Also Bile and Coe running 51 and bits in the 89 World Cup, which was in a much faster overall time (3:35).
Also, think the quickest in an international is the 87 European Cup when Gonzales ran 50.0 and Cram c. 50.2. I think the winning time there was about 3:45.
Also remember Morceli running under 52.0 a few times.

For the ladies, Tirunesh Dibaba won the 2006 World Athletics Final in 16:04 and also won the 2008 Olympic gold medal in 15:41.

Here's my take on the whole thing:
1) It was 81 degrees, 65% humidity, and 19 mph winds...certainly not great conditions to run any distance race. Period!
2) No incentive to run fast or even win with it being a non-world championships year.
3) Its likely that everyone is gearing up for a fast July/August and would rather be conservative up to that point.

Look at it with a long term approach...running hard from the gun in those conditions can only do more harm than good. My second point helps explain why noone wanted to essentially sacrifice themselves for the field. I certainly wouldnt go into that race thinking "i cant wait to rabbit this and then get my ass handed to me in the last 700 because I took all the wind". With the season goal of racing fast in europe IN 2 MONTHS, there is no reason these guys need to go out and rip a fast race just to impress the crowd.
How many of these guys are running in July/August? Other than the top 3 or4, most US track guys seasons end at nationals.

9 of the 12 in the finals ran 52.x or under in the final 400 of that pathetic excuse for a national championship. So big deal he ran 51.2 This is a runner who can hit 1:45 for an 800m. I would hope he could run a 1:51 after jogging 700m. I expected more from that race.

Do you mean the first (as you put) or the last?
He ran a 3:29 off a first lap of under 53 in 2006.
Why was he able to do this? Because he was almost certainly already on EPO. Therefore not a good point of reference. Everything he did should be in question.
Can anyone speculate/educated guess what Teg ran his last 400 and 800 in?

That was the leader's split in Rome, where the rabbits went out way too fast. IIRC, Ramzi was at 52.6 and 1:49.8 in that race (rabbit 1:48.9 at 800). That race actually resulted in Ramzi's all-time best of 3:29.14.
