That is his plan. The 5000 is entirely after the 1500, so he is not risking is primary event (unless he takes a more risky qualifying approach to same himself). It is hard to tell how the 5000 is going to play out in warm (and possibly hot) and humid weather. A slowish first 3000 puts Lagat into a shorter 'real' race where is wheels well be more of an advantage. Some runners might not like the Lagats sitting in like that and will up the pace (but remember to adjust for the weather - a sub-13 would be a surprise to me). That will help Tegenkamp, who probably wants the first half not too slow and then will try to run a very fast 2000m (which is why he has been running mainly 1500s and 3000s for races rather than the 10,000 that some posters thought last year that he should run).
