Don't let these people bring you down. You did nothing wrong here. Trying to be cordial is needed more often in our society, so it's fine that you did that. However, it is now clear that this guy is instersted in something more and that you are not. It's time to make that clear.

it is very simple: vary running times and courses
do not engage this person in conversation if he follows nevertheless, then do not ask him, tell him in a loud strong voice STOP following me, preferably do this in an area with other people
also record his description and name if you have it and give it to someone

He hasn't gotten to the point that she needs to yell at him just yet. She hasn't yet told him in any way that she's not interested. Do that first. THEN if that doesn't work, go your way. Oh, and DO take serious advice from ol' Flagpole.
