Yes, I agree of course. But cracking down on the coaches and and managers and the incentives and the infrastructure to dope in the first place would help too.
The management company of any athlete caught doping should be fined the sum of all winnings earned by the athlete (and paid back to race organizers,, the AIU, WADA, whatever). Coaches of an athlete caught doping should be suspended for a year. All Kenyans (and those from other countries on the WADA watch list) should be required to show proof of at least 5 negative doping tests in the previous 12 months (which would effectively mean only the very elite participating at the major marathons, and no Kenyans at lesser events).
