The 100 is almost entirely the alactic system and pure power. I think Hocker has good power, probably isn't supremely well trained anaerobically, but is supremely well-trained aeorbically. There's a reason 800/1500 guys, when they run a 400, tend to split more even than everyone else. Ever watched the 800 guys on the 4x400? Every single 800 guy on the relay gets gapped the first 200, because they lack speed, then they start to pull the sprinters back. I did this a million times in high school and college.

Mondo runs 20–40m sprints almost exclusively. Mondo is 10x more sprinter than Hocker ever will be.

If you look at milers with legit 400m times they all tend to be 47.5-49.5. If you look at relays they can be .5s faster. The odds of the people standing right next to them having the same speed is pretty darn high.
now if the guy with a 47.5 kicks better than the 48.5 guy is a different question.
