If there is no jump, the conclusion must be either (1) he was already using or (2) they don't work as well as many people think.
If there is a jump, we can get an idea of how well they work since I'm sure his drug schedule will be publicly known.
Gkolomev managed to have roughly 0.4s improvement in the 50m freestyle from his previous season (~2 %). So I would suspect that it's about 0.2s in 100m.
During this season Kerley ran 9.98s, so doped it would be 9.78s

What these athletes should realize is that if this league flops/fails to pay them like GST, there is no going back after openly using PEDS. If it makes it one year it's just wraps for everyone. Don't even think the money's worth that. Plus you get to always know you were a dirty cheating loser who was nothing without drugs

In swimming you will retire being broke anyway. Your income barely covers basic costs of living and the situation is largely the same in athletics

kerley has way more issues than any of us know about...he is toast as far as track goes so why not join the freak show and make some $$$$. He can lunch with the little trumps. Reminds me of Requiem For a Heavyweight where Mountain Rivera is washed up as a boxer so he becomes a freak show wrestler.

I also don't see how he can legally dope, at least in the United States. Is there a real doctor prescribing him stuff? The doctor should be investigated by licensing authorities. Is he taking illegally imported steroids, etc? Whoever is supplying him should be investigated. You certainly read about illegal steroids being imported and sold to bodybuilders and the suppliers are prosecuted.

There's lots of legal dope. Lots of SARMs and peptides and stuff you can just buy online. Those are likely to be more dangerous as they're significantly less studied. More traditional doping, e.g. EPO, deca, etc., has dangerous side effects, but we know what they are and how to mitigate them and cycle the drugs appropriately.

Reasons why he’s broke: pending divorce, pending child support, criminal charges and resulting legal bills, no shoe sponsor, lack of GST payout, now 30 years old (old for sprints), banned from pro T&F, no other career options ahead of him.
Also, he got his car stolen last year and I can see he’s the type of guy not to have auto insurance due to hubris.
