Las Vegas everything is a concrete hellscape 3x3 lane divided highway and the traffic lights are on 60 second cycles. It's a city where no one is expected to be outside, even miles from the strip.
Porterville. I ran by the motel 6 and I was scarred for life.
Singapore. Heat, humidity, traffic, and ferral cats.
Progresso TX was pretty bad - loose dogs chasing you.
Honourable mention to Pearson airport in TO at noon in the summer. No sidewalks or paths. Taking your life into your hands.
BTW, Albequere is fine ... just a bit wind.
Ran the Mississippi Blues Marathon a couple times. Jackson, Mississippi. One of the most dangerous small cities in America. First year I was there my running club was having a dinner a short walk from my hotel, Marriot I believe. I got hit up 3 times for money on that walk. The second time I was there I was at a restaurant/bar near my hotel; I was sitting at the bar eating. The place had a stage with live music but that was later in the evening. There were some guys on the stage messing around with the speakers. Then it happened, a loud boom boom boom boom...........noise from the speakers. I kid you not everybody in the restaurant ducked on the ground, they thought it was gun shots. LOL. Oh, skip the Mississippi Blues Marathon now. It was a great race when I ran it. No more, race director changed and it's gone downhill. Bigly.
Black Jack, MO. Lovely place to stay overnight in a fleabag hotel that requires blacklight security and lights on 24-7.
Now,that being said, when you pull in and there's a baby in a diaper in the parking lot by itself, and nobody around, thats a problem.
Had an athlete that went home to Sudan for the summer. Had to run inside the safety of the compound. Tried outside but guys toting AK-47s in back of pickup told him to stay inside of compound. He did. Made friends with stray cats at 2 in the morning when it was 105°. Needless to say, he didnt get much training done that summer.
Manila outside of the bubbles of GBC, Makati, etc. No sidewalks, oppressive heat and humidity, heavy traffic with jeepneys belching smoke, the stench of canals filled with garbage...
In the US, probably West Oakland for completely different reasons.

Imagine growing up idolizing the stars of Running with the Buffaloes (i.e. Ritz, Torres brothers, Slattery, etc.) and finally visiting this perceived running mecca in March 2021...
Only to nearly step on a drug needle, get kidnapped by a drug induced transient or run over by the overwhelming number of drugged out erratic drivers.
Did you think the sidewalk, 10 feet or more from the street, was safe? Think again!

Downtown Philly. Actually downtown anywhere due to pedestrians and traffic but in Philly I blundered into "the wrong part of town".

You didn't stop in for a protein shake?
Hong Kong. Too crowded, too congested, too polluted. There were probably areas which may have been fine but not where I was staying.
Cheyenne, WY most days in the winter (and winters are long there) because of the cold wind.
Cheyenne itself might otherwise be an ok place to run, but you can't escape the cold wind anywhere there.
When it is really cold you have to carefully plan the direction and routes of your runs with the wind in mind, even if you are dressed properly and used to cold weather.
The burden of the wind is a given when its blowing, and not some random occurrence that you may or may not encounter.
Tucson was awful for me. Vegas is also brutal.
