Would be wild if they kept them out of the '48 edition on ideological grounds right after having sacrificed the most in the fight against Nazism. That's not a problem with Germany, but rather it's an issue for Americans and similar countries whose entire focus is on drugs and doping, instead of being on Athletics.
If the US had silent bans and put a stop to the spurious allegations like Germany, then Athletics
