I think it's mostly genetic and China doesn't see medal hopes in athletics so likely doesn't fund them as well. People mention Japan but Japan hasn't been a thing in running for decades since the E Africa rise. The best Japanese 5k runner is 51st on the 5k world rankings for example. They have their own internal running culture but they're not internationally competitive.
Japan is internationally competitive at the marathon. They are right there with the few Americans and Europeans getting crushed by drugged up East Africans. With proper testing, they would be competitive.

Without government funding for low paying sports, like Athletics, swimming etc you'd see very few people at the Olympics.

It's true, they are obsessed with basketball. Mao made every soldier learn to shoot free throws. I was at the 2008 Games in Beijing, and their fandom for basketball was ecstatic, even though they performed a lot better in other sports. Surprising they haven't produced a few more NBA greats.

Sure, but there are few places and times you'd rather live in history than in the US right now. And say what you want about our building, but still no other country compares in terms of entrepreneurial culture and financial support for smart risk taking. That's why the US hosts the creation of individual companies that by themselves are worth more than all of the publicly traded companies of many developed countries combined.
Yes China has 1.4 billion people with a 7% of obesity rate. You americans are 350 millions with a 43% of obesity rate.
You are good at cyber bullying chinese people for not being great runners (they are not culturally keen on track running) but ordinary chinese people do more physical activities than many of you. Their children do physical activity since they are 6 y.o, while yours grow up watching TV and eating at McDonald.
China is a more developed country than USA, cleaner and more advanced in technology.

When you step back and take an honest look, both nations have an entrenched ruling class based on business and family connections. Those with the right connections get wealth and power, everyone else has to scrape out an existence with little help. One lets you pretend that you can become an oligarch someday if you work hard, the other gives the masses some nice things so that life is more bearable. Essentially, the USA and China are the same. One population foolishly believes itself to be free while the other strives to fly under the radar. Both love propaganda and slurp the pablum up like good little drones.

It’s cultural. I visited Beijing for a few weeks and saw maybe two people running the entire time. If it gained popularity you would obviously see huge performance jumps.

My 1st biz trip to China was 2004.
Shanghai to Ningbo in the old trains took half a day! By 2010 bullet train took about 1.5 hr.
But what was impressive was there is a bullet train leaving every 15- 20 minutes !!!!
Today there are 180 bullet trains going from Shanghai to Changzhou 165km from 6am to 11pm !!!!!
