It's a diuretic, so it increases the "volume" of urine, thereby decreasing the concentration of all substances. If you were testing an athlete with a urine test, the higher volume of urine could lower the concentration of the PEDs to below the threshold for a positive test. It's the same reason the "l-Carnitine infusions" were banned... not because l-Carnitine is a PED necessarily, but infusing a large volume of saline intravenously will decrease the concentration of substances in the urine to "mask" their presence, and turn a potentially positive test into a negative one.
Surely this is the first of the - person performs - result seems dodgy - person is popped - usually you have suspicions and then 8 years later after they've disappeared they get done or they don't face any repercussions at all.
