It wouldnt matter, if USA cut military spending 75% The USA would still be far and away the Most Powerful Military The World has ever seen, in a Ground War without using Nukes, USA Could easily beat China, Russia, North Korea and Iran easily. The USA is Light Years ahead of any other Country Technologically, and by the time they finish Boot Camp, any USA Military Man could make The Alpha SPETSNAZ look like they don't know what their doing.

The DIs used to break the arm if a recruit dropped the rifle, put the thumb in the chamber of the M14 and release it if your thumb sticks out at Port Arms, break a thigh bone if you went UA and tried to escape.

Just watch and observe. The process is underway and to some extent is already irreversible. The world has substantially woken up to the fact that the US no longer has the will or the competence to lead, and is not a reliable defense or trade partner. We haven’t cut spending on defense yet, and still insert ourselves when we feel like it, but how long can our network of foreign bases last after cementing ourselves as a worldwide economic and military threat? My prediction is less influence, less growth, less wealth, less opportunity, less freedom. But maybe all those out of work soldiers and defense contractors can get a job in all the new steel and textile mills or become lumberjacks with all the new domestic logging and it’ll all be great.

It looks like Chinese troops are working with Putin as we speak. So cutting our military would be an awful idea. We've already been losing war simulations against a Russia/China alliance for years now.

With the money saved you could do something productive and have universal healthcare to prioritise caring for people instead of killing them.

We could give food aid to starving people, help them to farm and irrigate land, have large vaccination programs to prevent disease, give out AIDS medication, provide contraception to prevent overpopulation, etc. We could call it "America Aid", or something like that.

Who would keep important shipping lanes open? The US Navy does a lot in that regard.
I suspect North Korea would invade South Korea.
I would not be all that concerned with the Russian or Chinese military. The Russians have not been able to defeat Ukraine. Russia does not have much of a blue water navy and neither does China. Maybe that would change.
