No, the mass race isn't "still moving forward." The cancellation just hasn't been announced yet.
Seems like if they know that the mass race has also been cancelled, but that registration for it is still open, a little fraud is taking place. That is unless full refunds are given to those that register after the announcement. As an RD myself, I would've closed registration before the announcement to prevent more uproar.
A number of years ago was flying back from World XC and sitting near me was the head of one of the major running clubs in the USA. That running club/city was interested in hosting World XC but when they met with World Athletics to find out all things involved part of the deal as a host is you have to guarantee X amount of money for TV. At the time the host LOC would have to put up over $1 dollars even before you sold a single ticket or anything. This potential host LOC said their group could not afford that and as a result decided against trying to get World XC. Who knows what that requirement is now and how LOCs fund that. This might have been a major issue with SD they may have thought they could get such funding but it never worked out.
Doing anything in corrupt one-party states like California is a nightmare of red tape and regulations.
And as a resident of California I can tell you that the likelihood of finding road surfaces safe to drive on (let alone to run on) is very low. This is a place where, despite some of the highest tax rates, you can practically hold trail races on some of the city streets.

Its true that some California localities have a bit more red tape but all kinds of good road races get organized in CA. I've run in plenty of them. The roads aren't that bad - they get potholes but mainly on highways, and it certainly doesn't effect running.
No biggie. Here's a short list of potential sites to fill the void:
Montreal, Quebec
Austin, TX
Cincinnati, OH
Minneapolis, MN
Durham, NC
Detroit, MI / Windsor, ON (joint hosts)
A bit hot in Austin in Sept. The rest those sites would work well - but probably not on half a year's notice. Its a lot of work to get a race off the ground. Maybe they could do it without a masses race - but then the appeal of hosting to bring in $$$ is lost. No one will travel to just watch pros run a road race outside of the olympic marathon.

I was there. You weren't. One park was closed for a few days and then it reopened. Other than that, everything went on as scheduled. None of the sporting events were effected. Stop exaggerating.

Canadian Running Magazine is reporting it's being moved to late November because of the timeframe to get the new location set up.

On a Facebook post, Ken Stone of Voice of SD said he's writing an article about it and said money was the issue.
This is crazy. One of the reasons the fields were so solid in Atlanta was because athletes wanted to compete at Worlds in the U.S. what the hell happened ?

As someone who has helped put on events, it was probably permits and insurance bureaucracy disaster of a process, including entitled dog walkers that need to drive to nearby dog park trying that they will be trapped inside

That is not a great time for it in the US. Many US runners will be doing NYC, usatf xc, marathon project, or CIM and a late nov date may interfere. I guess better than nothing, but they will still need to find a host city. San Diego is a very well to do city so if its too expensive there, there will only be a few other cities who could cover the cost, unless the issue was kickbacks, policing costs, etc - in which case San Diego is dumb af to give up estiamted 100 million in extra revenue.

Monaco-based World Athletics announced early Wednesday that its September World Road Running Championships will be moved from San Diego to a locale still to be decided.
the new site will tell you something. if it's out of the country it's either USATF or trump. like they don't want to hold anything here. if it's another city in the USA, then it was SD or the organizing committee. some local failure to get things together by a milestone. the "details" referenced in the press release.
