Coevett is only 75 percent right but being that much right is usually sufficient to be credible on this boards. You can never be 100% right. It’s just the way it is. But there are quite a good number of non East Africans doping and they hail from the land of the free America.

Track is where the glory is at, road racing is where the money is at (if you are East African).
Realistically, how many full-time marathoners are there in the USA or Europe? Two dozen men? How many full-time marathoners are there in East Africa? Literally hundreds. Add the fact that most of the European and Americans are either clean or limited in their ability to dope, and that the vast majority or even all of the East Africans are doped to the extent they are getting caught with things like rat poison, then it's a hardly a surprise they run a few minutes faster when EPO undoubtedly does give you a few minutes extra.
History reminder: Before EPO, no Kenyan had run under 2:09, and more Japanese than Ethiopians had.

The reason that only Africans have broken 59 is other countries athletes are not of the same caliber. The other countries need to convert athletes that have broken 27 to the HM and you will see many sub59. The current best (that you forgot) is Julien wanders at 59:13 and he was not an athlete of the caliber of kiplimo, kejelcha sawe or zersenay tadesse etc
Same for Mantz, he is not in the same league talentwise. Never was.

None of these assumptions are even close to reasonable.
(IMO) The reason East Africans dominate these longer distances are not genetic (or not only genetic), but have to do with long term adaptations at high altitude, and low bodyweight.
