But it will rarely be 12.6 vs 45/17.
Even at 12.6 once you get below top 40 schools, very few are fully funded at that level.
I don't know for certain how every school will navigate this, but I think there is some misinformation going on.
A lot more than 40 schools were fully funding men. Maybe not most DIs, but the large majority of P5 and G5 programs that sponsored men were, as well as a lot of other notable programs.
Some (maybe not very many) schools will be increasing what they offer to track athletes. By what I hear, most of the SEC schools are getting bumped up from their current allotments; some very modestly and some supposedly moving very close to their roster cap...but this is just what I hear at this point.
Some schools are obviously going to stay the same (despite opting in or out) and some will see a decrease in what they can offer.
But, I really believe that opt out teams are going to have a very hard time keeping up with the best funded opt in programs, who will be on another level regarding depth of talent. Maybe an opt out program with 12.6 all invested in distance could keep up with the class of NCAA Cross Country long term, but I think it is unlikely. I think it would be near impossible track.
