The problem with this is Fisher and Hocker/Teare have their own individualized workouts from their own coaches which they are not going to compromise on just to have each other's company. Fisher wants a training partner who can keep up with him doing his workouts. Athletes with other coaches are not going to go along with this.
Jakob would be the perfect training partner for Grant. Jakob doesn't have anyone else to train with on his level, as he is way beyond Phillipe and Henrik at this point. And there is no better person in the world that Grant could gauge his performance and fitness level off of as there is no way he could beat Jakob at any distance, but running with him every day will help Grant to push past anyone else in the world like Aragawi for instance. With Jakob as a partner, Grant may actually be able to steal a gold in the 10k because it's doubtful Jakob would even run it, and his training with Jakob will perhaps give Grant just the edge he needs to get two more steps on the podium stand.

Eh I think Fisher's got the wrong attitude. There's not really much benefit to running with partners unless you just aren't good at motivating yourself and need competition to push yourself in training, which I highly doubt Fisher struggles with. If you're running with a partner or in a group, odds are that some or all are either over or undertraining in order to stay with each other. Learn how to gauge your own effort instead of staying with someone or running a prescribed pace. Drafting off someone to shave off a couple milliseconds off your splits doesn't make a difference either - your heart, legs and lungs don't care what your watch says.
Find a partner that makes running more enjoyable, that you can have conversations with on your easy runs or outside of practice. Your partners make running fun and not as lonely, and I think those fun memories you make with your teammates are worth just as much as the PR's and medals.
I believe this may be what Justyn Knight would need, a familiar face with whom he was once neck-and-neck. Knight got the best of him in XC at times, and they were pretty equal in their exits and first couple of professional years. Since then, it’s been a “tale of two Olympic cycles”; but we can’t forget Knight is a 12:51 guy trying to claw his way back in, and he’s also a Nike guy now.
I don't think that he would really be mentoring a two-time NCAA xc champ who broke 13 indoors and has twice beaten a 26:53 guy in xc. When Grant came out of Stanford about five years ago, he was an undertrained 13:30 5000m runner outdoors with no NCAA xc titles. Blanks spent his post-grad year running at altitude and he can hang on workouts with Fisher. So, it's an excellent fit. Nico Young, Cooper Teare, and Cole Hocker are among the few other Americans who could hang with him but are probably not the best fit. If he doesn't mind being tripped, Mo Ahmed is good buddies with him and can still fly.

I think ideally he wants someone who is roughly equal or better in medals/PBs, has spent significant amounts of time in the West, and can be located in America. Ahmed seems like an ideal partner for him. Not sure if BTC would allow that though.

Didn't he already have Ahmed as a training partner and he left that situation? If he needed that, why did he leave?
I still think he and Hocker need each other. They have different strengths so they will each be pushing on the others' weakness. If Grant is a few microseconds faster in the kick, his medals upgrade in color. If Cole gets that extra 5 seconds in the 5k, he could be double medaling.
They don't have to work out together every day, just on certain workouts where they really need that extra push. If they have 8 - 10 workouts a year where they dial in that extra level, that could be the difference they're looking for. No need to alter their entire training programs in order to work together.
