Word on the track is that an unnamed freshman phenom is entering the NCAA scene and expected to dominate all distance events. To be the title favorite in everything. Keep an eye out—this could be the year we witness history in the making. The NCAA just got a whole lot more exciting. 💥A TITAN is coming to the NCAA. Overall favorite for every event.
Addisu Yihune would also make some sense. He's listed at 21 and has run 12:49. Aregawi is listed at 23 and would challenge at a lot of events but of course he's a pro and does well. Other than them, Mehary is the only other real candidate on the men's side, and while the Ethiopians are the only country with a number of young athletes that could still potentially go to college, usually they don't have the English language background, unlike the Kenyans, Europeans, and Australians.
I would put money on the 1500m NCAA champion needing to run faster than 3:33.
There are few guys who already ran faster / close to it in the NCAA - Nathan Green (3:32), Justine Kipkoech (3:32), Elliott Cook (ran a high 3:33), Colin Sahlman (ran a high 3:33), probably missing someone too.

Missing the fastest one of the bunch, Australian 1500m champion Adam Spencer who has run 3:31.
Its a kid from East Africa, I saw him at a camp over the summer, didn't get his visa approved during the fall, based on what OP said sounds like he probably has it now. thread has him over hyped for sure, but he def will be in the top 3 talk for whichever event he choses to focus.
Did Jakob even finish High School? He's like 23, married, 2 big dogs, brand new house in Norway, and a daughter. Why on earth would you think it is him?
Obviously he's good but I'd hardly say he would be expected to dominate ALL distance events. He'd barely be the favorite in the 1500. UNC just had 2 guys run 16 seconds faster than his PR in the 3K. Either OP is bloviating and overstating his status or its not Myers. Or OP is just lying entirely, which is the most likely scenario
Who's putting these deals together? Are college coaches just cold calling every fast runner and asking if they might be interested in coming here? I can't imagine most of these athletes start the communication process themselves.

Agencies. “Recruiting” agencies like scholarbook premier and a Kenyan guy currently residing in the US take a check from these programs and send them the athlete they ordered from their sale catalog. $30k well spent NM!
