Eyestone did it himself when he won XC nationals at Penn State. If I recall correctly it was much colder that year than this year in Madison. Most guys were wearing long sleeves, hats, etc... Eyestone wore shorts, singlet and gloves.
Started doing some Tris couple years ago, in cold water they use Vaseline to help put on the wetsuit and the cold. I put some on my face and it seemed to work with the cold water feeling.
Of course it works it's just in today's time many have forgotten of this practice. A few decades ago many ironman used petroleum jelly before starting their swim as isolation and reduce body resistance...sometimes every second advantage HELPS
I can see how a hydrophobic coating like olive oil or petroleum jelly would reduce the evaporative cooling effect of having water/sweat evaporating directly off your skin.
I believe there was a story a number of years ago a guy forgot sunscreen at a marathon, used Vaseline instead and ended up dying for overheating because it prevented him from sweating
I was there at HEPS 2015 a lot of teams tried this in the driving snow. It didn't work (maybe the precipitation?) and like 10 of us went to the hospital with hypothermia

Aaaaaand I was wrong: It was 2011. Some of the other teams were dressed like Nanook of the North.
My high school coach mentioned this as something people used to do back in the day. And it was 1987 when he was talking to us!
Tights and long-sleeve shirts work better. You wouldn't go out on a training run rubbed in olive oil.

You want to trap a thin layer of warmer air near the skin (this is what clothes do), not actually impede the body's cooling mechanisms (this is what a layer of oil on the skin will do).
