Actually, NCAA policy is determined by the policy of USA Volleyball. The national governing policy takes priority over the international governing body.
And it is easier to change the policy of USAV than FIVB, since most people in other countries probably cannot figure out what the big deal is about this above average player in a mediocre league.
I believe it’s FINA and WA for swimming and track, but regardless, the NCAA does not have direct control over USA Volleyball and maybe it wont see it as a big deal either.

Like the U.S. Olympic and Paralympic Committee, the updated NCAA policy calls for transgender student-athlete participation for each sport to be determined by the policy for the national governing body of that sport. If there is no NGB policy for a sport, it would then be determined by the policy for that sport’s international federation.

(Colorado is also a much more moderate state than Idaho.) In addition just looking at their team picture you can see this individual is quite a bit leaner than their teammates and likely has a much better vertical than the average NCAA women's player. They can hit the ball a lot harder than most other women according to one of her teammates.
Looks like that teammate is already suing the NCAA over this, that's got to make for some awkward practices:

Slusser and Fleming were seen literally arms around each other in the pre-match huddle after Slusser joined the lawsuit. And she was celebrating more expressively than any of her teammates every time Fleming scored a point. She might have joined the lawsuit (with Fleming's consent) to deflect the harassment toward her. (She was seen as one of Fleming's closest friends on the team.) We just don't know. But Slusser's body language suggests they are still close friends.

That's the same Slusser who posted her off-court photos with Fleming multiple times on her Insta account, and who created Tiktok videos with Fleming.
That quote comes from the court filing. She has not spoken anything about the lawsuit to the media. BTW, no one believes Fleming hits 80 mph. Possibly 70mph on a few occasions. But there are literally dozens of D1 players who can hit harder than Fleming. If Slusser truly believes Fleming poses danger to other players, she would not set dozens of times for Fleming in every match.
That's why I think there is more to the lawsuit than what has been reported in the media.
(a) 6 teams advance to the conference tournament and they are now T-11 on 0-2 in conference.
(b) it their season comes down to the last game, guess who they play? hmm
(c) while pretending this is about fleming and competitive unfairness, in reality last year they swept SJSU with fleming and were in the MWC tournament and SJSU wasn't. so this is clearly about everything else in the respective programs besides fleming that changed one year to the next.

When someone on an opposing team is physically hurt by transgender player, and the hurt player sues the university, that’s when universities will clamp down on this.
The university knowingly put a biological male to complete against women and have been warned it’s dangerous, teams have boycotted them for safety reasons, and they they still put the biological male player on the team: NEGLIGENCE
