Yes, your math is correct. If you want to look at Olympic record breaking, look at what Crouser did in Tokyo. He broke his own Olympic record from Rio three times on his way to winning gold. The previous Olympic record holder was Ulf Timmerman, who threw 22.47. In Tokyo, Crouser threw 23.30, which was 3.7% better.
That said, a better metric for evaluating dominant record-breaking in the current era is percentage improvement of the world record, not the Olympic record.
Before Mondo came along, the pole vault world record was 6.16 by Renaud Lavillenie. Mondo has improved that world record by 1.5%.
Before Crouser came along, the shot put world record was 23.12 by Randy Barnes. Crouser has improved that world record by 1.9%.
