It would have worked if the follow up would be by single times close to the standard.
Thus if 8 of eligible 27 runners didn't meet the standard, then those 8 would be selected from the 8 with the fastest single times that were closest to the standard.

The standard is a problem for most everyone not from Kenya or Ethiopia. A quick count, maybe 34 of the 42 Olympic Time Qualifiers are from those two countries.

No you don't have to finish top 3 if people in the top 3 aren't eligible to be selected. If anyone in the top 3 isn't eligible to be selected they go down the list based on finishing place at the Trials until they have 3 eligible athletes selected. This happened in the Men's 1500 in 2022 for example, where Johnny Gregorek placed 6th at USAs but got to run at Worlds because people who finished ahead of him weren't eligible to be selected but he was. It's the same selection procedure for Worlds and Olympics.
