I've done a bunch of racing in south/central America. The general theme is that of poor race organization (although that doesn't seem to be the case here) and "rules are more like guidelines". Most folks follow the mentality that cheating is part of the game and harmless to others. Everybody does it, so if you can get away with it, may as well go for it.
Sad part is that this carries over into government, crime, and everyday life. My friends/training partners from these parts of the world talk about corruption and crime as if it's the norm and expected behavior. They just laugh about it.

This is the exact reason. To be a fair, there are a ton of dumb laws in America and the nature of unrestricted capitalism promotes corruption but to compare it to the corruption level in latin america is a joke. Just look at the world corruption index. They are comparable with north korea, china and some african countries

NO!!! 1/3rd of the field was actually skipping large portions missing 5k check points trying to get credit for a marathon without doing one. amazing culture tidbit especially considering so many just got caught for it 5 years ago.

Please tell me you don't work in anything that involves logical thinking or analytical reasoning. How does it make sense to take one freak outlier and say that he is representative of an entire culture? On the other hand, when you're seeing over a third of a group, numbering into the thousands, engaging in some behavior, that's a good indication that the group condones that type of behavior.
