I was kind of joking with that statement, but it applies in many situations and not just to boys (I have daughters).
First, thank you for sharing that beautiful picture. I must say that staring at anyone is not generally acceptable unless that person is performing or someone you know very well. Assuming she was not performing for you, looking at this woman would be acceptable, but prolonged staring would be creepy. A woman who dresses like this is used to being noticed, but that doesn't mean you should stare at her.
Of course a race is a performance, so you are welcome to stare at the competitors all you like.
I agree with this statement. I think the whole discussion is ludicrous. If you follow some of the athletes on instagram, some post pictures from competition, training, and other events in their lives. Some do that, but also do sexy photos. I am not judging them. If they are happy and people like looking at beautiful people, what's wrong with that. Also, it is perfectly natural to notice someone's appearance.
The 'teach the boys not to stare' line is a mantra used to combat over-policing of girls' clothing in schools with the sexist notion that it distracts the boys being used as an excuse. I intended this to be used in a tongue in cheek fashion, but also to support the idea that the women should be able to wear what they want.
I ran a 5k yesterday, not in buns but close (2.5 inch spandex shorts). I get it now. Way, way more freedom of movement in the legs with the shorter inseam. And whether you prefer spandex to a looser fitting material is just personal preference, so really who gives a crap, let them wear buns, or booty shorts or half tights or full blown leggings. Whatever works. Also at the world champs, I noticed several men sporting booty shorts (i.e. spandex with 3" or less inseams).
