This. If you're being lapped, hug the rail. I've seen someone badly injured (and DNF) when a "lappee" made a sudden move to an outside lane.
The one thing I'll add is that people who're being lapped shouldn't run two abreast in lane one. You have an idea that you're being lapped, or will be; figure out a way for one person to be running ahead and one behind. The one behind can even be out on the shoulder of her "leader"--that's not a problem--but lapped runners should try not to block all of lane one.
