Problem has been getting testers to want to go into Ethiopia (civil war going on), and if so, then having proper refrigeration/portability from airport back to western European lab in a timely way in order not to damage samples.
Ethiopia has been the new Kenya for a while.
Bigger problem is the drug mafia in eastern African countries of distance running notoriety. This includes the coaches, agents, doctors, pharmacies, politicians and sport administrators on the take or exercising extortion, suppliers to said avenues, kickbacks, hush money, threats to those that provide information and to their extended family members, acceptance culture of cheating/breaking laws to get ahead as that is what the political and military class has been doing all along and if you are not part of that class it’s acceptable to behave the same way to claw ones way out (so to speak).

I wonder what drugs Ethiopians were using when they were dominating world XC in the early 80s, or when they had a guy break the marathon WR running barefoot in 1960. They must be way ahead of the curve pharmaceutically.

The “Civil war” in Ethiopia would have zero bearing on testers conducting their business. The war was restricted to the Tigray region in the North and whilst it’s true that the majority of the top female runners hail from Tigray, they all live and train in Addis these days. When the disruption kicked off Tsegay and Gidey who preferred to train in Mekelle (largest city in Tigray) immediately relocated to Addis and have been there ever since.
