Tell her that any guy would be lucky to have her and that you would choose her over a parkrun WR. You should compliment the fukk out of her to make her happy. It doesn't matter if the compliment is not true, she probably won't be clever enough to pick up on it(this is what I learnt from a pick up artist, you need to be an ashole or have the mindset of one sometimes and not a nice guy).
Also you need to be funny. Ask her if her legs are tired because she has been running through your mind all day.

I went to my local parkrun last week and saw a cute girl there who was with her family. I didn't think much of it and let her be. After the race, she was walking round, and looking at me. She stood next to me and loudly said her position to someone she was talking to. I forgot about it and went home.
This previous weekend, the exact same thing happened again. Though this time I remembered where she said she finished, and saw her name on the results. Admittedly I did look her up on Instagram and her bio just said "single".
The question is: Do I message her something along the lines of "Hey, I saw you a couple times at the parkrun and thought you were cute, how are you?"
Or do I message something else or nothing at all?

You have to be careful. She could be saying she's 18 but she's really 15. Then next thing you know Chris Hansen is telling you to have a seat and you're going to jail. Make sure she's really 18 first.
As an expert on women i can twll tou now that she will probably think you're a desperate beta if you tell her that one liner as your intro to her and she will put you in the no fly zone permanently.
Just be casual and strike up a conversation with her. Don't appear needy or desperate or too into her. They don't register that as attractive, but rather repulsive.
