*facepalm* Did you even take drivers ed? PEDESTRIANS ALWAYS HAVE THE RIGHT OF WAY. Bruh, you are literally the people I laugh at for the rest of my run when I run across a street parallel to moving traffic that honk at me.
A car MUST ALWAYS yield to pedestrians in a cross walk/at an intersection. Unless, the pedestrian was completely in the wrong(e.i. they went while your light was green) you would be liable for hitting that pedestrian.
Open your eyes and watch for traffic. You should have learned this when you were 5 years old. As a runner myself, of course I sympathize with runners. But I just nearly ran over a girl today because she didn't realize that I was allowed to turn. This has happened multiple times
I’m not going to read through all of the responses here but I know someone mentioned that while a driver can turn right on red in most places, it can’t be done with a pedestrian in the intersection.
That said, when I was a little kid a cop came to our school and gave us a lecture on safety when riding our bikes, crossing the road, etc. He did say that while you may have the right to cross when you’re a pedestrian, make sure that you’re he car is going to stop because you don’t want to be “right but dead right.”
Now that I no longer time any of my runs. My rule of thumb is to check the driver's eyes. Too often I find a driver taking a right turn is only looking at the oncoming traffic, not the pedestrians or runners. Just this morning I was going to run across a pedestrian crosswalk when I felt a van pull up to my left. When I checked his eyes, he was only looking at oncoming traffic. Since I was on the passenger side he did not see me. If you're wondering what I did??? Well, I am here to tell the tale. No eye contact -- no crossing in front of van.
Here in Chicago, sometimes the right the green light coincides with the pedestrian “walk” signal, so even on green, you have to make sure no pedestrians are crossing before you make a right turn. Kind of dangerously confusing if you’re not used to it.

Why don’t drivers realize they’re supposed to use turn signals, stop behind the white line, yield to pedestrians in a crosswalk, not swerve at pedestrians “to scare them.”

That's the strategy I use. It saved me in Naples a few years ago. I was walking from my hotel to an LPGA golf tournament. Slightly over one mile. I was crossing with the pedestrian light in my favor and still in the middle of the countdown clock. I was beyond midway at a major intersection. A black SUV approached fast from the opposite side. I saw the lady briefly look left for traffic. Otherwise she was clueless and unconcerned and didn't threaten to come to a full stop.
Fortunately I anticipated and stopped. The lady quickly turned right and barreled through the crosswalk, smack where I would have been if I had not stopped. When she finally saw me as she zoomed around the corner her eyes had a combo look of shock and disgust, as if my location were outrageous and felonious.
I have stayed at the same hotel subsequently. But now I always drive to the shuttle bus area, even if it costs me 10 bucks per day. Her look seemed very representative.

1) you come to a complete stop first
2) there are no other cars, pedestrians, etc obstructing your turn

I could never be bothered with high viz gear. I knew someone got clipped by a car. He wa lit up like a Christmas tree. Asked him what happened he was running alongside a bust road dodging some pedestrians on the pavement I think
High Viz helps on side roads but you cannot rely on people stopping. Id rather they did not stop for me me and I cross behind them when they stop to look and go out
They have changed the law in more favour of pedestrians at junctions in UK but you cannot rely on people usually staring at their phone to stop. Worst are the ones who slow but do not actually stop esp at ped crossings etc
Why don't drivers realize that pedestrians and cyclists have the same right to the road as they do? Roads aren't just for drivers.
Well, not exactly.
Cyclists, in almost all states, have the same rights to the road as drivers of vehicles. There are often some special rules to be followed by cyclists and by other vehicle drivers around cyclists, but the general principle is that when on a bike, you drive on the road as you otherwise would when traveling at what usually, but not always, are slow speeds relative to other traffic.
Pedestrians have a whole different set of rules and are never considered drivers of vehicles. They have basically nothing in common with any vehicle after all and almost always are moving far slower than any other traffic (LetsRun Brigade out on their 6:00/mile pace easy runs aside).
Better stated: Roads are for people, not just motor vehicle drivers.

Depends. If the walker was on the sidewalk, and the car already started the turn, then the driver has the right of way.
