You don't get physical. You get on the course and yell at them and direct them off the course. If that doesn't do anything then you DQ the runner and ban them from future events.
When the actions of disruption is on going, race officials should physically remove them from the course to restore order. A rule is useless if not enforced.

"Are bikes, skates, baby joggers/strollers, or dogs allowed on any of the B.A.A. courses?
No. For safety reasons, baby joggers/strollers, in-line skates, skateboards and like vehicles of any kind, and animals are not permitted on any of the B.A.A. courses."

I guess you could get away with that in Texas where this is happening. I am in CA and no way could you grab someone and remove them.

I don't see where MI has commented on the situation, other than to say it has contacted the marathon about whether the marathon gave the runner permission to run with the cyclist.

the BAA didn't even let steven gnoza post his gopro race footage on youtube, no shot they let this choi dude have an entourage of e bikes on their course
This is Matt Choi, Baby!!! We just out here inspiring baby!!!! Out here with the SQUAD!!! Eating food!!!!! Getting to the Gym!!!! Running Marathons!!!! Taking people to the promise land!!! Making a new video every other day showing people what I ATE!!!! Also, i did run with an e-bike along side of me so people could witness various angles of me running the marathon. The phone just would not capture the full essence of me. I just want people to look at me and that's how I inspire them. I make loud noises and point at people. This is my brand - everything else is fake news.

This guy. Banditing. Illegal "support" on course interfering with other participants that have worked hard to be there. Posting shots of getting a "recovery" IV. Always shirtless.
Nike and the other brands can find better brand ambassadors than this tool.
I have NEVER watched a single thing this guy put on social media. Ever. But I decided to watch this "apology" video just to see what he had to say. I lasted about 10 seconds before regretting it, 20 seconds before I was cursing, and 40 seconds before I turned it off. How in the world can anybody watch this guy? Even worse, how desperate and gullible are people today that THIS is the kind of person who makes money in running today? Sadly, if you lined up 10 Olympic medalists and 10 coaches who have coached Olympic medalists and had them describe how to train to be the best runner you can be, and then you had this goofball walk up and say something that is completely opposite of what all 20 of them said, 99% of the masses would follow whatever BS he fed to them.
Choi claimed he wasn't the only influencer with a bike squad at the Austin marathon. At the 4:24 mark of his Tokyo marathon recap, influencer Alex Filitti stated he had intended for a cyclist to follow him from kilometer two to the finish.
He was surprised that, in his view, there was no effective way for a cyclist to follow him, so those goals were dashed. So hard to say whether the bike was sanctioned or not, but it appears on-course influencer filming is here to stay. Hopefully directors find a way to minimize negative impacts on other runners moving forward.
