Accusations of racism, however, cannot readily be measured. There’s no way to know definitively whether a police department is “racist”, or if so, when that racism is gone.
Hi, I don’t see anyone on this thread pushing racism as a convincing explanation. However, there are reasonable data-driven methods to confirm or refute racism as a likely explanation. What is needed for such an analysis is encounter data, ie when a cop encounters a person, what is the conditional probability they shoot (or kill) given the person is black vs. the conditional probability for other races. This encounter data exists with police departments but not easily available to researchers.
…encounter data can go a long way in refuting that racism can *not* possibly be en explanation if, for example, the data suggests that the conditional probability for black killings by cops is comparable or lower than that for whites despite the encounter settings being more violent.
Well said, thank you. I wish the debates the last decade had been carried out using data and statistics, rather than angry and emotional claims of racism. We might be closer to a solution today. As it is now, the anti-police activists have only one diagnosis, and that will never solve the problem.
You don't have to be PC - blacks are the most violent group since they commit a majority of murders despite making up 13% of the population. It's not PC but what I'm saying is backed up by FBI crime statistics, so don't delete this, mods.

It's a hard job and there is less respect for the police. Higher pay, higher standards, better training all could help.
There is a Hatfield and McCoy theory-these families could bang on each other because there wasn't enough cops around.
More cops and better cops make a difference. We differ greatly from Europe in that prison to police spend is very high, in some cases, 10x as high. Prevention and proactive policing pays. See prison policy.org
All that's really going on is a social superiority ritual.
Some rare but bad act is recorded, hyped up, and all the "good" people cluck and tch tch about what can the good people do about. They wring their hands, and cry, and pray for this and that, but under that facade all they're really doing is saying what good people they are.
