It's a funny thing about print media. If you have enough funds, you can have anything you want published. But on the other hand, if you did something wrong/embarrassing, you can pay a newspaper or any other print media $$$ to keep that info from being published. You did know that right?

He taught Rupp to have ruthlessly efficient form. A runner with great form can destroy a runner with less great form, no matter how fit.
Salazar's own notoriously crappy form probably made him study it closely and figure out how to coach it successfully at least sometimes. Most of his athletes failed at form adjustment but Rupp was an unstoppable gliding machine.
Look at the all time legends like Komen and Bekele, absolutely perfect form.
I don't know exactly how AlSal developed Rupp. But I do know from experience, if you want to be a great butcher, you need to have a sharp knife. Did AlSal know how to sharpen Rupps"knife", without breaking the rules? Everyone has their own opinion wether he did or didn't.

No. Not testing positive for PEDs means that you may or may not be taking PEDs, so you can't cite a negative test as proof of anything. But a positive test does prove PED usage. It might be unfair, but that's the way it is. It's not much different than a criminal trial -- a not guilty verdict doesn't prove that you are innocent. It's worded "not guilty" for a reason.

The investigators put it in their report. It is likely that there were multiple people independently reporting similar instances. Only the people in the room can say what happened, and some of those won't likely tell the truth - probably the guilty one in particular, since it is not pleasant for any of them to talk about it.
This idea that you can't believe any media is just a way for people to deny anything they don't agree with. Those who say this will usually point out a wildly biased source as "proof" of their own assertions that cannot be found elsewhere. It is the same as a 5 year old sticking fingers in his ears and screaming "LA, LA, LA, LA, LA! I CAN"T HEAR YOU!" when he doesn't want to hear something.
One can read many different news sources and will usually find the same set of underlying facts. The difference will be how they spin it. Some "news" sources don't deal in facts at all, but are usually pretty easy to spot when no other legitimate sources can corroborate their story. Those who can't recognize this are not critical thinkers.
