    Interestingly, the IAAF also wrote that "Ms Radcliffe was target tested for rEPO on every occasion that the applicable IAAF regulations required". LOL

    No. Evidence (not proof) in brief:

    1) Off-score jump of 47% within a few days in 2003 (that the IAAF never explained).

    2) Off-score jump of 40% within a few days in 2005 (that the IAAF never explained).

    3) "likely doping" in 2012 ("Ms Radcliffe's (anonymised) profile was referred for independent expert review").

    That even the IAAF admittedly "target" tested her several times is just icing on the cake. They too saw something suspicious...

    Finally note that "likely doping" is the official wording from IAAF, not mine. See also their leaked 2016 list.

    Again, last try:

    1) The IAAF sent her case to "independent expert review". Note the plural "the experts noted..."

    2) The ABP guidelines state under C.1.3:

    a) The review begins with the application of the Adaptive Model.
    b) In case of an Atypical Passport Finding or when the Athlete Passport Management Unit considers that a review is otherwise justified, an Expert conducts an initial review and returns an evaluation based on the information available at that time.
    c) In case of a “Likely doping” initial review, the Passport is then subjected to a review by three (3) Experts including the Expert who conducted the initial review.

    From the IAAF statement that her case was reviewed by expertS, you can deduce that the first Expert (point b) found her to be "likely doping", because only then expertS go for the review (point c).

    From the same ABP guideline document:

    Similarly, where the Expert is of the view that a Passport is likely the result of the Use of a Prohibited Substance or Prohibited Method, it is necessary for a “Likely doping” evaluation that the Expert consider that it is highly unlikely that it may be the result of a normal physiological or pathological condition.]
