In another thread, I posted "think like a criminal." I don't think you are looking at this from a criminal's view.
A criminal is going to find an isolated spot where he can hide and where he knows runners will come by. A bad guy isn't going to pick a spot where he can't see. If there is enough street light for you to run without a headlamp, there's enough light for a bad guy to see you, regardless of whether you're wearing hi-viz.
Meanwhile, the odds of being hit by a car are greater if the driver can't see you.
