Bol going from 15 steps to 14 steps will only improve her time by a few tenths of a second.
Improving her hurdling technique would knock another few tenths of a second off her time.
What Bol really needs is to improve her flat 400 speed. But I'm not sure if Bol can get her flat 400 time down to sub 49, which is probably what it would take to beat Sydney.

Why feel bad? Was she not in the same race as Syd, facing the same situation? Girl could have easily risen to the occasion, but she didn’t, couldn’t. True champ won. Unless you can point to a distinct advantage Sydney had, I do not feel sorry for any other runners in that final. Show up, or shut up

She has split under 49 already. I think the hurdling disparity plus her lack of optimal peaking due to how vigorous her racing schedule is has a large effect on her performance. Following a program similar to Syds would I think result in much closer performance between the two.
