The 5k is untimed unless you are doing the Dopey.
Disney races are for fun, not times. Some people go down and try to run PRs or a fast race for them but it isn't getting elite runners and there isn't anything wrong with that.
The race weekends down there get a lot of sedentary people trying to accomplish a goal. Maybe that goal is taking 60 minutes to slow walk a 5k but if that is an accomplishment for them good for them
This place only craps on normal people because of the insecurity here. When will you people realize that running a 14:00 5kborb2:10 marathon isn't really that big if an accomplishment in life like actual professional success. That fat 5k Walker that has an MBA and is a high level professional not on this cesspool looking to get rich on bitcoins or asking asinine questions about why some girl won't go out with them is a more important person that you.
