Actually, she can't according to the rules which clearly define what is required to be female. She says that she meets those requirements. She can identify as a male outside of competition but has to agree that she is female when she competes. This isn't complicated.

"In general terms, sex refers to a person's physical characteristics at birth, and gender encompasses a person's identities, expressions, and societal roles. A person may identify with a gender that is different from their natal sex or with no gender at all."
So if you accept that, then gender identity and sex at birth may be entirely different.
