You stop running during lactate measurement. Most treadmills have an area left and right of the band to place your foot there.
But if you run mostly outside i recommend to do the lactate measurement in the field (wind resistance)
E.g. on a track: With the help of a friend or yourself. Put a table next to the track, place the device , the lancets etc. on it., be prepared. Something to write down the speed and lactate is also helpful and you are good to go.
