In 2020 WADA gave AIU the freedom to decide for itself which athletes to test. Before this there was probably coordination between WADA and USADA on testing with USADA taking the lead.
Shelby Houlihan listed in the Registered Testing Pool.

There does seem to be a lot required of an athlete placed on the list.

That USADA doesn't publicly reveal it's RTP and the general opaque way it operates shows a clear bias towards protecting US athletes. It's not surprising Shelby wasn't caught before.

The background story is the battle between AIU newly flexing it's power and enforce anti doping rules and USADA which wants to protect US competitors. By catching a doper in the US, AIU has shown up USADA as either incompetant, lax, or complicit. Not as bad as Russia but still embarrassing.
