Hopefully that was cathartic. Good to get it out.
Your next move is to ask if everything's okay with her - just light/casual. Don't preface it with anything (especially not why are you being lazy watching dumb Netflix all day), and if she asks why just say you're checking in and wanted to know if there's anything you can do. Also, ask a few times if all 3 of you can take a walk. Sometimes it just takes a nudge. I've been with someone for close to 2 decades, and it's still sometimes tough to notice when she's off/depressed and how to handle it.
This is letsrun, how dare you offer actual advice.
Assuming this isn’t 10/10 troll:
Get out now. A previous reply suggested talking to her and trying to dig deeper but it’s highly unlikely this will help. She is inherently lazy. If you’re 30 and sleeping till 11, unless you work very late hours, you’re lazy. I’ve been here and getting out was the best thing I ever did. She has innate character flaws that will never change and if you stay it will bring you down too. Be not afraid of change!!
Change the relationship to casual.

but it just seems absolutely insane to me that someone would sit around their apartment for a week straight and never go outside even to walk their big energetic dog for even 20 minutes on a nice day.
It seems absolutely insane to me that you won't bring this up with her. She tells you she has nothing to do and is asking for ideas and you dont think to say, "I know the dog would love to go for a walk."
Like if she wasn't asking for things to do, it might be a little awkward to bring up but if you can't bring these things up, then you are screwed long term.
You need to address this. I think this is also a sign of weakness from you.
Is there any chance that right now she's posting on her favorite forum along the lines of, "I"m trying to see if my boyfriend will stand up for what's right even if he thinks it might annoy me. I've told my bf that for 3 months I haven't walked my dog to see if will call me out on it and he hasn't done it yet. Should I dump him?"
Wow! I agree with Rojo on this one. The fact that you haven't talked to her about this and let it build up this much inside you means you have some work to do on yourself.

Did you say somewhere in that long post how the dog relieves itself?
This is the problem. I have a Great Dane that is home alone for about 4 hours daily. Yesterday the dog left a dump in the kitchen so big I thought a bear broke into the house.
The best food is dog food that is full of vitamins, minerals, and protein. The dog’s digestive system can be managed by easily digestible food and no longer causes stomach upset. Good quality dog food should include a balanced diet that includes fresh vegetables, fruits, poultry, and eggs (if kept in the suitable temperature range). It should be free from foreign materials that might affect its taste or quality. You may find on https://dogeatguide.com/ the best food products for your dog. They helped me twice to avoid awful situations.
Dump her now and never look back! You'll have no regrets knowing she is big time self absorbed.
obviously you are finding the pitfall of being a chubby chaser, Dump the tubby for the sake of the dog.

It's very similar to depression; if I were you, I would also be concerned about this situation. You should try to entertain your girlfriend and if you have the opportunity to go hiking or go to the lake for a weekend. Strangely, your girlfriend neglects the dog so much. I have been diagnosed with depression, and now I read a lot of articles about dogs on shelterapet.com just so that I always have an excuse to go out and unwind. Responsibility for an animal is very important, and if your girlfriend neglects this, perhaps she has a difficult life period. Talk to her and try to get her out of this state.
Run away now. Dogs need daily exercise. Why did she get a dog? Why does she want a boyfriend? Lazy or self absorbed. Incurable.
