Assuming he's 6ft tall and has a standing reach of 8ft and a standing vert of 26.5 inches, weather he can dunk it or not probably depends on if he jumps better off two feet or one. If he's better off two feet he more than likely can't dunk it. I have met guys however that jump significantly higher off one foot and if he's one of those guys he probably could.
Another thing most people don't consider with dunking is jumping with a basketball does take some off how high you jump. Thats what so many of the pro dunk guys are doing all their dunks by bouncing the ball and catching it after they jump.

From personal experience, as a two foot jumper who can't remotely palm the ball, I've learned that you need anywhere from a five to seven inch clearance over the rim to flush it through WITHOUT A LOB, or off a bounce. Seven will give you a consistent chance to do it, five will require some luck and maybe developing a "skill" for it rather than just having "math" on your side. On a lob/bounce, being only five over, or maybe even a little less, becomes a little more possible, but again, a "skill"/knack for it comes more into play then.
So that's a max vert. requirement of around 125"/127" (10' 5"/10' 7") for a legit dunk off two feet while holding the ball yourself. That's a minimum. If you've got a standing reach of 8' (96" - let's say a presumed expected reach for a six foot person), then you need a maxed out vert likely anywhere from 29" to 31" for minimum rim clearance on a dunk attempt. Which is not at ALL unreasonable. With a 26.5" vert., honeatly, that's right in the zone of totally possible to even likely, but...
Considering London's propensity for GROSS overestimation of personal athletic measurements, and general lack of exceptional athleticism, I'd expect that he may only have a vert in the 25.5 range if measured more properly, and only enjoy a 2/3 inch boost from a standing vert to a max vert attempt, which would keep him under even the lowest of requirements for a dunk at his height (and assuming something like a full 96" standing reach).
For context, I'm only 5'6" and my reach is 85". At my peak I had a maxed out vert around 41"-ish without the ball in my hand, and I JUST missed a non-lob dunk, with the ball in my hands off two feet, on a true 10' rim. I did manage to dunk on a 9'9" rim some time later when I lost some pop off my max vert. And it was only around 38/39, though, so I know it's possible to dunk while holding the ball in your hands with only a five-ish inch clearance on the rim. But it's pretty tough and its not particularly pretty.
I dont6 see London being able to pull any of that off at all, frankly. He'd get stuffed by the rim and probably fall backward onto his back even attempting it, even just off a lob.
I'd actually LOVE to see a video of that. But, in the real world, we'd end up with London videoing himself at some outside court on concrete, so a backwards fall would be even WORSE for him. Though, knowing him, he would find a short rim, so that would work in his favor.
